SB-220 Idling Plate Current

Does anyone have a clue as to why the SB-220 plate current reads 0.2 amps while idling, unkeyed with the Harbach metering board modification?   The Zener diode controlling the bias in the original has been removed, and I don't have the Harbach schematic.  Thanks for any help!
