Chris, interstate fraud and mail fraud are both federal offenses.  You have lots of
recourses in addition to the obvious ones of leaving negative feedback and complaining to
eBay.  eBay is very much cooperative with helping to bring criminal charges against
defrauders.

I once loaned a motorcycle trailer to a fellow college student, who claimed he needed to
trailer his bike to the shop in Atlanta (this was in Alabama).  He paid me a $20
deposit.  Turns out, he left school and used the trailer to haul his stuff to San
Francisco <!>.  Naturally, he had no intention of returning the trailer.

I reported the deal to the police.  I valued the trailer at $150.  They said, "Then it's
grand larceny." And since it was interstate, that also made it FBI business.  I got word
to the slug that the FBI was on his trail.  I got the trailer back <g>.
