Thanks for the responses lacquer is gone now it started coming off with warm
water and dishwashing soap but not well just enough to be prompted to fully
remove.
There was a fraternity decal above the plastic logo that's been there since
1970 and was lacquered because it was underneath the decal.
The rest of the lacquer was removed with denatured alcohol as mineral spirits
didn't touch it. The panel didn't degrade much but once the soap started to
remove it you are at a point of no return. Will recoat the panel which should
hide some of the fading.
