Heathkit V-6 VTVM problem

I have two Heathkit V-6 VTVMs my father bought from an estate sale.  I replaced bad power supply filter capacitors in
both units.  All functions work fine except I cannot calibrate the AC function on either unit.  Using 120VAC the best I can
get is 90VAC with the AC CAL pot wide open.  In the manual the AC voltmeter specifications state "Scales reading R.M.S.
(.707 of positive peak)."  This may be a stupid question but does this mean I should calibrate 120VAC to indicate 60VAC
on the meter?  Appreciate any help I can get.   Robert
