High Bias on HW-101

Hello all. I have a HW-101 that I just started working on. The bias cannot be adjusted under the 6 mark on the meter, well over the 50 ma mark. I have dug around a little, all resistors going to and from the bias pot are good. Changed driver twice. Any ideas? Greg.
