SB-104A Question

Greetings,

I just fired up my SB-104 A for the first time - works great.  I notice that when I reduce RF gain, the S-meter drops off...does not work like my HW-101 or Collins stuff where the S-meter climbs allowing accurate signal measurement at reduced gain.  Is this correct? or is something broke?
