What are the differences between the HW-12 and the HW-12A?

They are basically the same except that the "A"
versions have both upper and lower sideband. The
HW-12 is lower sideband only and the HW-32 is upper
sideband only.

On the HW-12A that I owned back in college, when you
went to upper sideband the frequency shifted almost 3
KHz. However, the indication on the dial did not
change. Thus, if you ever worked USB on 75 meters
(which no one does) you had to remember that the
calibration was off. The sideband switch was a slide
switch at the center of the bottom of the dial on the
"A" models.

Also, the "A" models had knobs more like the SB series
(dark green) and the "plain" models had knobs like the
later DX-60 transmitters.
