Harvey,

I feel your pain.  However, has this person done anything illegal or wrong besides
outbidding you for an item you want?  I hate to say it, but that's how it is!  Most
auctions are settled in the last 2 minutes by people who really want the item.  If this
fellow has deeper pockets than you it's just too bad!  There is nothing preventing yo
from placing a pre-emptive bid with 1 or 2 minutes to go except the desire to get
something as cheaply as you can or your own budget.
