HP-23 recap

Use GOOP to glue them to the original mounting rings. Need to add terminal
strips to accept 2-watt resistors. Requires a little ingenuity but thats
what hams are all about.

I have done exactly what Glen is suggesting and it works out fine. On 3
HP-23s.
