If the cap is bad, the relay will buzz.
The relay can be sticking. If it's a common type, look at the points, if it
has them, and see if there's a spur of metal on one - very common on
switching relays. Check the hinge action - with power off, gently operate
with a finger and see if it moves freely. If the relay has a shorted turn,
it might cause this. These are general relay notes, not specific to ham
equipment.
