If you have a very sensitive wattmeter or SWR bridge
you can do it.

Also, you can make an r.f. probe that will work with
any VOM or VTVM with a 1N34 diode, a couple of
resistors and a couple of capacitors.  See any of the
older ARRL Amateur Radio Operator's Handbooks for
details.
