SB-401 Question

Hello,
     Can anyone familiar with the SB-401 transmitter remind me why
some rigs have the 21 mHz trap installed, and some don't?  I've
been through the manual several times and it appears that all 401
transmitters should have this part installed.  Perhaps it's only
needed if you intend to work transceive?
