Amp power

I have an SB-102 and SB-200. I don't use amps (or phone) very often, so I'm
not sure what to expect when looking at PEP on a power meter. When I set the
102/200 to tune, my Daiwa power meter shows 600 watts coming out. When I
switch to sideband, even with the meter set for PEP instead of Avg power, I
only see about 200W, maybe 300W if I shout into the mike or say a protracted
"hellllo". Is this normal? I would have thought that PEP meters would have
very little damping and would react to voice peaks faster than that.
