One more point........ you said.......

You have the trimmers on both 15m and 20m ?.........
C333 was originally 6pf and C332 was 75pf ....since this
didn't provide adequate tuning capability across the whole
band, they were changed to C333 3.5-18pf and C332 to
50pf. The trimmers may not have been selected properly,
they may be at min/max capacitance, or the other associated
components, like C332 may not have been changed at the
same time.
I don't know about changes to the 20m section. C337 is
15pf and C336 is 220pf.....that's out of a 595-1994-06
Operations manual (that's a late one).
