Inverting tubes and running them in cooling oil is not unusual in the high
power pulsed radar business. I've seen 4PR1000's run some huge powers (both
peak and average) when running this way. It allows  (in some cases) higher
voltage than normal operation and also higher plate dissipation. The higher
dissipation is a result of the better heat transfer by oil when compared to
air. The same thing is done with dummy loads, submerging a normally air
cooled resistor in oil and than removing the heat via a heat exchanger will
allow some huge powers compared to the air useage (even with forced air
cooling).
