HW-100 goes into transmit

Hi all:
My HW-100 goes into transmit after a few minutes, then I have to turn off
the HW-100 and it stays in rx only for about a miute or so...  No mic, nor
key is hooked up...
V-12, a 6EA8 was checked via substitution and also by a checker.
Anyone have any ideas?
