HI Ron
My HW8 has what seems the same problem. It was caused by feeding 12v reverse
polarity (and there was other damage)
Am working on repairs, and now suspect that a dead switching diode may be the
problem.
However, there are helpful guys on this list who will know

Subject: HW-8 Problem

I'm having a problem with HW-8 I recently acquired. In receive mode,
transistor Q11(keying transistor) has 3-4 volts on the collector. It
should read 0 volts. This activates the transmitter circuit. With the
transistor out of the circuit, the receiver works fine. I've replaced
the transistor with a new one. It doesn't appear to be that transistor.
Anyone had experience with this before? Any ideas where to look.?
Thanks in advance for any feedback.
Ron
