The other thing clearly has a power supply and a speaker on the left,
and the right side is a Z-Match balanced line antenna tuner. Harvey
Wells made them, but they originally appeared as a home brew item in QST
back in the 1950s. I have a Harvey Wells Z-Match - a nice and effective
bit of equipment which includes a wattmeter, dummy load, and
reflected/forward power meter, good up to about 500 watts.
Maybe Heath built the other thingie or maybe a person homebrewed it in
the Heath style. The panel looks pretty professional.
