It is a very basic "moni-match" type of SWR bridge.

Connect the transmitter to the input jack and the
antenna to the output jack.  Using a continuous
carrier (either "key down" CW or AM), put the switch
in the "forward" position.  With the transmitter
transmitting, adjust the potentiometer for the maximum
deflection (just to maximum, don't go past).  Then,
without turning off the transmitter, turn the switch
to the "reflected" position.  The "SWR" will be read
on the meter.
