HW-101 Question

When I try to operate CW with my HW-101, the transmitter will not key.  I hear the tone when I press the key, but it does not activate the relay and key the transmitter.  If I key the mike and then operate the key, the transmitter works as usual, i.e. I get RF output, but in CW mode the key will not active the transmitter by itself.  I have tried in PTT and VOX mode.

Anyone know what might be the problem?
