HW-16 chirp

Gang,

I picked up a real sweet HW-16 at the Scottsdale swap last weekend. It
works well, but I notice some chirp, esp on 40. Am starting with the
assumption that this is due to poor voltage regulation, but before I
install a regulator I wanted to check to see how others may have
addressed the issue.
