HW-16 chirp

  I've corrected this by the following:

Install a 100 pf siver mica from V7 pin 8 or 3 to ground.

Install two series connected 70 volt 5 watt zeners from
V7 pin 3 or 8 to ground.

Change capacitor C7 from .001 ufd to 100 pf silver mica.
