Hmmmm...  that IS nasty.
     Especially the part about removing it from the circuit--  I'd have to
take out all the bandswitch sections in order to do that.
     I have half a mind to try that fix with the cap IN the circuit--
looking at the HW-101 schematic, C421A has got other capacitors on either
side of it, which are sized to pass RF but which block DC and which have
megohms of impedance to 60 Hz AC. (The biggest is C702, .01mfd--  that's 2.6
megohms at 60 Hz.) The insulation in those caps is probably adquate for 115
v, since one of them is blocking B+.  And, if I have the bandswitch in any
position other than 80 or 40, one end of C421A is floating free.
    I'll keep this fix as a fallback in case all else fails.
