IG-4505 Scope Calibrator

Just received an IG-4505 Oscilloscope Calibrator that I had purchased off
of e-bay in non-working condition.  I was wondering if someone could help
me out with a schematic for this device?  If not, if someone could tell me
what the first IC after the crystal should be.  Mine has a 7474 in there
has nothing coming out of it signal wise.  Perhaps someone has put in the
wrong chip?  I am questioning that since it looks like someone had replaced
this IC.
