Need Help with SB-104

Hello to all.  I recently purchased an SB-104 and have finally got
everything working except for keying circuit in the radio.  Pressing the
tune button gives me 100 watts out but keying the hand mic or pressing
the vox button gives me an offscale ALC meter reading and a constant 100
watts out also.  This happens no matter where the MIC/CW level is set.
Any ideas or help appreciated.
