John,
   There are many Hams whose young children are no-code techs. The test
can be passed with a Second Grader's knowledge if he can memorize the
tests and answers, however, those hams are there to monitor their
child's use of the radio. I doubt you can be there for this person in
that way. You have to use your own judgement when it comes to turning
this person loose on the bands. Can he operate in a responsible manner
all the time? If you're convinced he can then I think he would be
welcomed.
     It would take a great deal of patience. Someone whose thinking is
even a little slow can have a very difficult time memorizing the test. I
recently "helped" my 70 year old Mom study for the tech licensce and it
took 3 months. She did pass though and missed only 3 questions.
    It would help a great deal to get his Mom interested in taking the
test herself so she can mentor him too.
