need help with vf-7401

I have subject radio. Problem is no modulation on transmit. Receive and scan seem to be working ok. Power out is good as per watt meter. If I turn deviation pot all the way ccw, it sorta works, but very weak voice. Wondering if anyone has any thought's what the problem  could be.
