HR 1680 problem

I recently acquired a very nice HR 1680.  Looks wonderful & has been well
taken care of.  It works well with two exceptions.  Just after turning it on,
like about 20 seconds later, there is a screeching noise exactly like an
aerial bomb screech that lasts about 5 seconds then stops.  It sort of
desenses the receiver for a few seconds then things are back to normal.  It's
loudest on 40 meters.  Also, preselector is squirley when turned fully
clockwise and receiver desenses after that for several seconds.  Any hints? /
