Color.  Three-wire line cord on the -28.
Most significant is that all the parts in the newest IT-28 are 16 years
newer than those in the oldest IT-11.  But I have also observed that the
Mallory lever switches in the IT-11s seem to stay tight longer than
those in the IT-28s.  A QC issue at Mallory, I suppose.
