IM-18 Help

My IM-18 will not balance on DC-, DC+, and AC  Tubes, filter cap, diode all OK by substitution.  Voltage on negative side of the filter is 20 more than it should be; voltage on positive side is within range.  Its got me stumped.  Joe k7mks
