Maybe so, But I'll bet that the special "Tamper Proof" screw would cost more than a common screw and washer.  And remember that in a kit you furnish the labor to assemble, therefore they would not have saved any labor costs.

    It's not a matter of making it "tamper proof".  It's more a matter of
keeping the screw from coming loose by itself over time.  In a way, it takes
the place of an additonal lock washer, which is a cost item.
