Jim -
You didn't indicate what kind of meter you are using to measure the
filament voltage.  It seems like you have only slightly more than half
the required voltage.   Doesn't the 220 have a separate filament
transformer to supply those 29 Amperes?  When you rewired the amp for 110
volts did you remember to switch the filament transformer primaries to
110, or are they still wired for 220?
