Pan Adaptor HOA-5404-1

Have Pan Adaptor connected to Monitor 5404 working fine on 100 kHz pushbutton with pip centered.  I can center pip on 20 kHz without the cover, but pip disappears when cover installed at any adjustment of R356.  Finally I discovered that putting my finger near or on Q311 with cover off produced the same result-no pip!  Anyone have a solution?  Should I replace Q311 and with what?  Or is there a service bulletin solution and where?
