DX - 40- No Plate Current

Attempting to revive a recently purchased DX-40.

Problem: No plate current. When meter switched to "plate" detect small negative deflection.

Receiving 3MA Grid current. 6146A tests OK. Loading into 60 watt lamp as dummy load.

Intermittantly experience full brightness in dummy load, even though plate meter not detecting any current.

Would appreciate any suggestions.
