Meter on SB-200 Amp

Hi: This is my first question to the "experts" on the list.
   My SB-200's meter is sluggish?? That is, when I turn the amp on, there is no reading in the rel. pwr. position until I tap the meter. Also the same in hv & plate positions. Could it be dirt ? Thank you.
