Tuning up?

Hello Friends:

Many thanks to all the kind and generous folks who have been helping me with
my Heath equipment...it feels like extended family here.

My HW-12 ( 80 meter SSB transceiver ) is really challenging me...we got it '
working ' ...but I can't Tune it!

Yes...the bugger receives well and I get decent signal reports in my QSO's.

BUT...I can only get a very, very, very little panel meter deflection in Tune
/Operate ...and my SWR confirms Forward showing very, very, very little
getting out...using either antenna or Cantenna 50 ohms dummy load.

My friends Bird meter showed 75 watts max with a loud whistle! in
Push-to-talk...and also showed ( no surprise here ) very little coming out in Tune.

Interestingly....I inadvertently left the coax off the dummy load one night (
about 3 am )...and Walla...lots of output - can adjust my Tune Level - HW-12
panel meter shows 3/4 scale excursion........SWR showed lots of Forward and
infinity Reflected on the SWR.

To date... voltages, resistances, solder connections, visuals for trace
breaks, tube replacement and other component checks show nothing jumping up&down. (
but the voltage readings in the resistance/diode pickup in the output network
confirms nothing going to the panel meter ).

I have found no shorted caps....but they could be open...esp in the output
network...if I had the right values, I'd replace them..........( but the unit
transmits apparently OK )

.....except for the infinity Reflected SWR reading...and having no antenna
connected....the bugger appears to Tune up OK !!!

Any & all help truly appreciated....
