IP-20 Question

I just realized that I had made an error in my message asking about the
IP-22 power supply.  It
should have been an IP-20 instead.  Here's the corrected question:

I have a Heathkit IP-20 power supply and it has a 1000 MFD 50 VDC capacitor
wired to the two output terminals. Was wondering if Heath had design it
this way or did someone add this capacitor? I hope that someone with a
IP-20 book can help me out.
