As someone pointed out, earlier transmitters only had plate current meters.
For tune up purposes that was all that is needed. As the FCC regulations
applied, back when, only if one runs over 900 watts is the requirement to
determine true input power to the stage feeding the antenna. In that case
one need a plate volt meter and a plate current meter. The power limit at
that time was 1000 watts input power to the last stage.
Today it is 1500 watts PEP output. Thus regardless of transmitter or
amplifier efficiency, everybody is playing by the same rules.
