HM 2140A problem

I just aquired a HM 2140 A meter and would like to get it back in proper working shape. It works, sorta. I did the balancing adjustments per the manual, but the power reading side is nowhere near close to being accurate - it's showing about 10 watts PEP when it should be showing closer to 100 watts PEP. When the SB200 is in the circuit, it shows near 100 PEP.
Any suggestions where to start? The manual warns against messing with the remote sensor settings, so I'm thinking I should maybe start looking for something off-value in the PEP metering circuit itself.
The SWR side appears to be working, except the "sensitivity" doesn't adjust to full scale as easily as I think it should.
