solder flowering

Greetings to all,  I recently received a Heathkit piece, an SB 634.  On 
cleaning and inspection, The solder on the main board has started to 
'flower' or react / corrode / ??? with the circuit board. Some of it 
vacuumed off, but there is still some evident. The residue looks like 
the standard left-over from regular rosin-core solder.

The Question:  What can be used to clean and neutralize old flux ?  I 
don't remember seeing this question/problem on any of the reflectors.

The unit works, except for the light bulb, which is missing.  Any idea 
on a cross reference to a           PL 201 bulb??
