RF output

Hi Folks,
Have been restoring an HX/ HR-20 pair.  All tweaked up nicely but the RF 
out on the HX-20 is a little over 40 watts on 80 and 10 watts 0n 10.
Is this a little low?  Suspect that the driver is a little lazy.
