help with DX-40

I have subject transmitter. Never worked on one before. The manual says the meter should go 1/2 to 2/3 deflection on the basic tune-up. My meter will only go up a little better than 1/3. I have checked the resistors etc in the meter cct and all seems well. Anyone have any ideas about this. Thanks in advance for any help in this regard.
