HW-101 Bias Levels?

Is it normal for the bias level to change  between USB/LSB, CW and Tune?  
I've looked at the schematic, but can't see  how, so I don't think this is normal.

CW reads highest.  Tune reads  the lowest.  USB and LSB read the same and 
adjusted to the bias mark on the  meter.
