AT-1 question

I get 10 watts out on 40ty when using 7 MC xstl, 1/2 ma grid on meter. About 2 ma of grid when with  75 meter xstl on 40ty. 20 and 10 are fine with 7 MC xstl. Same result with VF-1. Is this normal? Seems when doubling is used grid and output fine, when streight through grid falls short. Thanks for any thoughts.
