Hi Scott,
It would work either place, but probably best to put it between your rig
and the antenna tuner.
Placement at that point will provide a more or less consistent vertical
deflection on the CRT from band to band and within bands.
If you place it between the tuner and the antenna, the vertical
deflection would probably vary somewhat as the VSWR on the coax going to
the antenna changes.
