TubeTesting Question

Hey All,
    I have a TC-3 tester. I am testing an OA2 tube. The tester has the 
large red-yellow-green scale numbered 1-100. I believe 60 is the minimal 
green passing score. The OA2 tube listing on the roll chart says a good 
tube tests at 10. My question is, even though the needle on the tester 
is buried in the red bad range, Is the tube good if it tests at 10 or 
better? My tubes test at 10,16 and 25. Your help to clear up my 
confusion would be greatly appreciated. 73
