Antenna coils

Question. I have two antenna shortening coils for 40 meter dipoles. I think they were made by Spiro. PVC pipe about 7" long and 1.5" in dia.  They are marked in pencil 38 feet overall. Any thoughts as to correct placement in the wire elements? Fred W7PRV
