Where did you check the voltages?
I would start at the vertical deflection plates
(points C and D on the Deflection PCB) with no
signal. DC voltages should be equal more or less
at center of position control. If not, I would
work my way backward, measuring at each stage.
Possible causes include out of balance +15V and
-15V lines, unequal component values in the push
pull circuit AND leaky transistor(s), to mention
just a few.
