Need driver tuning capacitor for SB-401; sources?

I have a Heathkit DX-40 transmitter that also arcs when the driver tuning
capacitor is turned in certain positions and have ran in to the same problem
with capacitors on other equipment too.  Since it appears to be a common
problem is there a cause electrically for arcing capacitors other than being
damaged from handling?
