DX-100 CW Porblem help

This DX-100 sounds super on AM.   CW however.....

unable to 'tune' due to run away plate current when in the 'CW' 
position, yet when the key is closed, the current drops BACK to the same 
place as in AM. What's up here??  Any suggestion where to look. Is this 
a bias problem????  Most ever tube has been replaced, HI Voltage caps 
replaced too.

Any help greatly appreciated.
